Regenerating standard shock files

Each version sub-directory should contain files showing what percentage changes in the powers of various taxes would be required to abolish those taxes. The files are called TO.SHK, TMS.SHK, and so on. RunGTAP re-generates these files automatically during the Solve process if they are missing or obsolete (perhaps because the underlying flows database has changed).
